Why would your character make a good (or bad) phantom thief? She's going to be middle of the road as far as thieving goes!
The first thing that makes her suited is her confidence. While she does feel self conscious and critical of herself at times, she keeps these doubts hidden fairly well around people she doesn't know well. This also means she has experience in putting on a front for other people; a few lines from a song written for her character "nobody sees, because you smile, and the world will never guess". She's friendly and outgoing, and finds it easy to interact and engage with others, which could prove helpful. She'd be skilled at keeping secrets or misleading people if need be.
She's also intelligent and creative. While she mostly applies this to artistic pursuits in canon (especially music), she can apply them to other situations that might need creative problem solving. While she isn't a genius, she's quick witted and adaptive enough to help find her way out of tricky situations. This extends beyond handling herself in social situations; she can decide on actions to take in risky situations, not just decide on what words to say.
While she's smart and creative, however, she's also prone to making decisions with her heart rather than her head depending on the circumstances. She isn't necessarily illogical or irrational, but logic can sometimes take a backseat to her own emotions in terms of how she reacts to other people and situations, especially those where the stakes run high or where she has a personal investment in the outcome. This can lead to her making choices that aren't exactly pragmatic, which could jeopardize the goal of a specific mission. In addition, while she can handle herself well in social situations, she also has a tendency to be naive. This could lead to her placing her faith and trust in someone that isn't necessarily trustworthy.
The thing that would be most detrimental to her performance is tied in to the self consciousness mentioned back in the first paragraph. While her wish is important enough to her to work for, she's going to be hesitant to involve herself in activities that involve outright theft or any violation of the law. She'd be concerned with being caught, and more importantly, whether those kind of activities are morally justified. She'd be much more likely to look for loopholes in any given mission to find a way to twist the description into something that doesn't involve any illegal activity. While she could be coerced into taking that kind of action, it definitely isn't her natural inclination or her first choice.
Specialization: Grifter!
Starter thief outfit: Something like this! With sneakers instead of heels.
Powers: She has no supernatural or superhuman powers!
Samples: 1, 2
