Anyway, as for why I suspect Luna... well, there are a few reasons, but the main one is what Disorder said at the end of the trial—about there being some good actors that trial.

I took that to imply that Fortune's killer was someone who actively participated in the discussion about her death. Out of the people who did, Luna has the weakest defence.
